Governor James Stephen "Big Jim" Hogg (March 24, 1851 - March 3, 1906), Humanities Texas Image. Born near Rusk, TX, Hogg was the state's 20th governor. Hogg won the 1890 election and was instrumental in the establishment of the Texas Railroad Commission on April 3, 1891. The Railroad Commission worked to regulate shipping rates for passengers, farmers, ranchers, and small business owners in Texas.
